Angola’s President announces launch of international public tenders in New York

The Angolan government will launch new public tenders for the construction of the port of Barra do Dande, north of Luanda, and for the management and operation of the capital’s future airport, João Lourenço announced on Tuesday in New York.

The Angolan President, speaking at the Angola-US Business Forum, said that these two public-private partnership tenders will be conducted using the “Build, Operate and Transfer” system.

In addition to the construction of the port and logistics base of Barra do Dande, “we would like American business people to take an interest in the management and operation of Luanda’s new international airport, its commercial areas, spaces for the construction of industries and logistics and hotel services at the airport,” he said.

Indonesia: Komodo Airport for private concession

The Transportation Ministry has released a pilot project for its first public-private partnership (PPP) as it offers Komodo Airport in East Nusa Tenggara (NTT) for private concession, with the help of other government institutions.The airport is the main hub for the increasingly popular coastal areas of Labuan Bajo, which is included in the government’s 10 “New Bali” destinations.

Note: Komodo Airport (Indonesian: Bandar Udara Komodo)  is an airport near the town of Labuan Bajo on the island of Flores in the East Nusa Tenggara province in Indonesia. The airport’s name comes from Labuan Bajo’s status as a departure point for tours to the nearby Komodo National Park, home of the Komodo dragon.

Norman Manley International Airport (NMIA): GAP has emerged as the provisional Preferred Bidder.

The divestment of Norman Manley International Airport (NMIA) has moved a step closer to completion with a Mexican company winning the bid.
Grupo Aeroportuario del Pacifico has emerged as the provisional Preferred Bidder.
The decision follows the evaluation process and subsequent approval by Cabinet last week Monday after the  public opening of three bid submissions received by the Development Bank of Jamaica in July.
In addition to the bid from the Mexican company, two were received from groups which comprised foreign and local investors.
On conclusion of the agreement with the provisional Preferred Bidder, NMIA will be operated under a 25-year concession with an option to extend the arrangements by an additional five years.
During this period, the private operator will be responsible for fully operating NMIA and improving the efficiency of both landside and airside operations, financing and completing the planned modernisation and expansion and maintaining and upgrading the facilities of the Airport.
The Government of Jamaica anticipates the execution of the concession agreement by November 2018.

Eiffage plans to bid for Lille airport privatisation in H2

Eiffage plans to bid to operate the Lille airport in northern France in a privatisation process to be launched in the second half of this year, Chief Executive Benoit de Ruffray said on Thursday.

Rival French construction and concessions company Vinci has won concession contracts to operate airports in Europe, Asia and Latin America and has made airports one its key businesses.

De Ruffray said his company had also bid to upgrade and operate a motorway in central France that would require a 600 million euro ($701.34 million) investment.

Eiffage on Wednesday reported a half-year profit that beat analyst forecasts buoyed by new infrastructure contracts in the Paris region and a rise in revenue from its motorway business.

NOTE:  Lille Airport belongs to a Joint Association, the SMALIM (Joint Association of Lille and Merville Airports), a legal entity under public law. This Joint Association is made up as follows: Nord – Pas de Calais Regional Council (60%), Lille Metropolitan Urban Community (34%) and Flanders Lys Community of Communes (6%).

Lille Airport has been managed and operated by SOGAREL (the Lille Regional Airport Management Company) under a 10-year Public Service Contract.

SOGAREL is a private group whose shareholders are the CCI Hauts de France (61%), Transdev (34%) and SANEF (5%).
